I think yours is Chrysochroa fulminans, very highly glossy green or sometimes blue.
There is sometimes a red posterior tip, especially in strong sunlight. Melobasina is not highly polished like your one is.
Metallic Green Borer beetle is a correct name and Jewel beetle is another generic name for the order Buprestidae.
