Blue-green sharpshooter

Hordnia atropunctata

These tiny Blue-green sharpshooters are associated with vines and woody plants and unfortunately seem to play a role in transmitting "Pierces disease" in grape plants.

Spotted on a rhododendron leaf in my backyard.
