Juveniles are heavily streaked below, and first winter birds lack the black eyeline?according to the previous link.

Even in the winter, golden-crowned still have dark stripes on the head outlining the golden patch. I don't know what else it would be though, stumping me for sure!

Looks like a Golden-crowned Sparrow in winter plumage. I'll look into it further.
