The red tips of the stems speak for two species: Cladonia cristatella and Cladonia coccifera. The last named is a European species (Scandinavia to Mediterranian Sea), so we can pin it as the Cladonia cristatella, the British Soldier.

It is a lichen that belongs to cladonia genus. It is hard to say which species is without a higher magnification. Have a look at the "Lichens" mission, there are a few lichens that could match your spotting: http://www.projectnoah.org/missions/8624...
