Princess Ant?

A small black, narrow waisted waspish looking insect - about 12mm long. No visible ovipositor. Could be an ant with wings.... maybe a queen?

Resting on lily leaf in suburban back yard keeping an eye open for jumping spiders.

Possibly a Podagrion species wasp male (no tail). http://www.ozanimals.com/Insect/Mantis-P... This would be a parasitic wasp.... On second thoughts this might be an ant. Juan ID'd another like it.. yet to check.
