I'm thinking Red tailed hawk and it looks really under weight to me....thought it might be a juvenile but the eyes are not yellow

Nice spotting Kim! Definitely a Red-Tail...the tail is pretty vivid...The eyes take a few years to darken, and the red tail comes the 2nd year (yours is an adult). Juveniles would be the same size as an adult. As far as health, it's hard to say, but he looks good to me! Maybe he had a hard summer...
