Looks like it could either be a greater or lesser scaup.
I'm going with Lesser, based on the head shape ( a wee bit rounder..?) but it's a toughie.
Sure looks like a Lesser but I could be wrong
This is a Scaup, but it will be difficult to tell which species of Scaup it is from this photo.
