Yes, is it some kind of tiny bug.I have found similar looking ones but still without ID.I am not even sure it is within Fulgoromorpha butit must be within Auchenorrhyncha suborder.

Yes, it looks like a Fulgoromorpha and might be Fulgoridae, Fulgorid Planthopper. Maybe Chun can help you more.
