Yes, is it some kind of tiny bug.
I have found similar looking ones but still without ID.
I am not even sure it is within Fulgoromorpha but
it must be within Auchenorrhyncha suborder.

Yes, it looks like a Fulgoromorpha and might be Fulgoridae, Fulgorid Planthopper. Maybe Chun can help you more.

This is awesome! It looks like a Bee Fly mimicking Planthopper. I hope you get an ID on it!
