This is a beautiful damselfly! I did a bit of searching online and found that this appears to be one from Family Lestidae - Spreadwing Damselflies. I think this is from Genus Lestes and is an Emerald. I found this website:

I am not sure which species it is as I am not very familiar with Damselflies from your area.
