Like Jellis suggested , i have updated this bird as a green teal. the blue band could be a rare color morph or possibly light.

jellis, I found several pictures with the blue band. What i think is that it is a color morph of the green teal or something similar.Lighting does not seem to be the reason for that color.

Did you look at the link below I put for you to show you the differences of the the female Blue wing and the female Green wing?
The color of the blue is like a powder blue and sits more forward on a Blue wing and it also has green where the Green wing has it. Plus the Blue wing is a more faded color and larger bill with white around the base.

This is the same as this bird. The blue might be caused by the lighting

The other key thing about a Blue-wing is that the blue is on the top of the wing not the bottom. So the blue is toward the front of the duck while the green on the Green wing is toward the tail.

No this is a Green wing teal. Blue wing doesn't have white under the tail and the blue on a female is lighter then the male.

When you look at these teals,you can't identify them right away if you are a novice. a very nice gentleman pointed these out too me.
