whiteish-yellow bands and black snake.

Habitat:

grassy and wooded areas.

Notes:

it seemed to tense up when i approached it in the woods, and wasnt moving very much.

I think this is the eastern king snake which is Lampropeltis getula, hoolbrooki would mean it is a speckled king snake
