I think this is a white-faced heron. Relatively small for a heron with a conspicuous white head.
Spotted in some ornamental gardens in Nelson, NZ.
The bird was building a nest, flitting between picking sticks up from the ground and apparently assembling them haphazardly in a high branch of a nearby tree.
