I also have Grimmett, 1999. You are correct about eyes, I was looking in the poor light earlier, now the sun is up here.

in my book birds of indian subcontinents by richard grimmett , also its not mentioned about eyes but shown in the pict. that black shouldered kite has red eyes while in shikra male has red and female has yellow eyes. underpart has stripes like shikra. so it may be a female shikra.

The eye shows yellow here, unlike the Black-shouldered Kite which shows Red. I was not sure from my book, does not show or mention eyes.
