Looks like a foxglove but the stem and flowers are much smaller. 3rd photo for a size perspective.

I think this is some species of Hedgenettle (Stachys). I don't know which species grows in your area. In my area (Washington, USA), it's Mexican Hedgenettle (Stachys mexicana). Maybe PN rangers can help you with ID. :)
