Great blue skimmer (Libellula vibrans), I think; but what are the millipede-like bugs on the lily pad with the Skimmer?

Your dragonfly looks like a male Blue Dasher, Pachydiplax longipennis. http://bugguide.net/node/view/598The small black organisms might be some sort of larval stage beetles. The images are not clear enough for me to be able to tell. Were they moving around?
