In White Wagtails 2 main races find Black-backed and Gray-backed. This one is Gray-backed sub-race.

In this series picture No 4 and 5 are helped to ID this accurately...
Sachin you have spotted race called Dukhunensis of White Wagtail...
So you can call it as Siberian White Wagtail..
