Small, silver and green, fuzzy leaves with deep veins. There are tall peduncles with several clusters of dried flowers along the spike.

Dried grassland near coastal scrub.

They call it "salvia desperado" . And perhaps the winter foliage is different, it happens in lots of Greek salvia species

I was between the S. leucophylla and the S.Apiana...Could be an interspecies hybrid, too..

Thank you for the suggestion, Despina. The leaves of S. leucophylla are elongated and relatively smooth. I agree this one looks like Salvia with its inflorescence.
