After a suggestion from a reviewer, this turns out to be Sagebrush, possibly the subspecies wyomingensis.
I took the photo in a high-altitude region in Western Colorado.
This looks like the subspecies 'wyomingensis' = Wyoming big sagebrush, but not certain.
