Gum leaf hopper (laying)

Eurymeloides bicincta

Description:

About 12mm long. Black with orange eyes and two white markings across the elytrae.

Habitat:

Nature reserve beside a suburban road.

Notes:

At last I found what the little tufts of white fluff are.
Now the question is what are those pestish waspy things giving the momma a hard time?
