You are correct AshleyT, the call is definitely that of a Merlin and not a peregrine falcon. I thought it might be a peregrine as they've been released in Regina in the past to help control pigeon populations near the airport. Thanks for your help correcting this!

You're pretty far out of range for peregrine falcons, though that doesn't always mean much. But I don't see the black patch on the face that peregrines should show, this looks more like a puffed up merlin to me. Do you have more photos? It gets pretty grainy when I zoom in so it's hard to see any details
