I know it's a Tick... But, I had never seen a Tick in these colors

I have seen ticks similar to this before! In your area, I would guess it could be a species of Rhipicephalus/Boophilus, possible Rhipicephalus microplus. They get extra creepy looking (like in your spotting) when they are engorged.
I agree with you. That is an amazingly colorful tick.
