Crape Myrtle Aphids

Description:

Every year around June, my crape myrtles get covered in this shiny sticky coating. This year it has spread to 2 others. The insects are stuck to the bottom of the leaves. I sprayed 2 weeks ago with an insecticide but it did not seem to deter them - any ideas what these are?

While the link I provided recommends commercial pesticides, I detest using chemicals. I've had aphids on other plants, and I successfully combated them with homemade organic sprays. I've used both the dish soap spray and the horseradish-root/cayenne pepper spray.
