There seem to be several Cooper's Hawks in my neighborhood. Beautiful birds.

Red-shouldered would have more white on the scaps and coverts, plus barring on the secondary feathers. This is an immature Accipiter sp., either Cooper's or Goshawk. Goshawk usually have a heavier-bodied appearance, but the light head is rather suggestive.
From this shot, a confident call is unlikely, sorry. Immature Accipiter sp. is your best bet.
