Description:

The most distinctive feature is the white tips to the tail feathers; I haven't been able to find anything that comes close to matching. Sorry for the poor quality. This is the only time I've seen this type of bird; I'm assuming it's a species of hawk, or at least a raptor of some kind.

Wing shape makes it a falcon, dark axillaries suggests Prairie.
