Nice photo. Flatidae are quite hard to ID because the species are so subtly different and they are not well studied here. And nymphal forms are even harder of course. Here's the only good key I have found so far http://www1.dpi.nsw.gov.au/keys/fulgor/f...
From the cottony tail they're producing, I think you might have found some Flatidae plant hopper nymphs. Something like this one from the US: http://www.flickr.com/photos/nieminski/7...
