Chipping Sparrow, non- breeding plumage
Spizella passerina

According to Sibley's Guide, p.485, Clay and Chipping flock together in winter, and are very difficult to tell apart. So, based on range, and likelihood of seeing a Clay, I'm going for non- breeding plumage Chippy. :)
