I have both birds around here. I've always thought of juv eagles as scruffy or mottled looking, and vultures are "tipsy" in flight. It took me awhile to be able to ID them quickly. No problem

After closer observation and a little research. Perhaps you're correct birdlady6000 and Karen.Turkey Vulture it is. Thanks for the suggestion.

I also live in Bald eagle territory. There are several key points to consider:

Juv Bald eagle has gold feet, a rounded tail and the wings have blotchy silvery to white coverts, axillaries and tail feathers

TV has silvery flight feathers and dark lehs, thinner head.

This looks more like a Turkey Vulture. Notice the two-toned wing pattern seen from below like this? Also the whole shape says Vulture rather than eagle to me.
