It might have been a trick of the lighting but these birds had white-white bills in addition to the white cheek marking. The head color does not seem to extend to the breast and the second bird in the pond (photo too fuzzy to include here) seemed to be dark for the entire body, not just the head (bill was the same). The closest I could find in my Sibley's is the Scaup, but I'm far from confident that it's a correct ID.
