Buteo lagopus
Their plumage can be pretty variable, but they are heavily speckled and have a lot of white underneath when flying. Like their name states, they have feathered legs.
They breed in northern North America and across Europe and Asia, then migrate south on their respective continents for the Winter.

Love the first shot! I didn't realized Roughies went that far South! We are getting an influx of them in CO this year!
