Venus thanks so much for your help, I was confused because of the orange on the top of the bill and believed it could be Eupsittula canicularis, but because of distribution it is unlikely to be found @ Veracruz, Mexico.
I think you're right, and this is probably Eupsittula nana astec, although some authorities recommend considering it as a separate specie "Aztec Parakeet" (E. astec).
