An unidentified fly, order Diptera, probably (ulidiidae) with a thick, snout-like proboscis.
Observed on a stem of cassava (Manihot esculenta) in a garden within a large yard, next to a disturbed patch of remnant lowland forest.

Yes it does. I wish I could have gotten a dorsal view.
With that face, this fly reminds me a lot of a picture-winged fly.
