This is a Chondrichthyes (shark, rays and chimaeras) egg case that surrounds the egg of the animals. They have these ramifications that attached the purse to the substrate, preventing it from get carried away with the tides; also, there ramifications are hollow, like a tube, that allows the watter to come in and out with oxygen molecules.
