Description:

Yellow and red wasp with a very long ovipositor.

Habitat:

It got caught in my porch, but I let it out. If it is the same species as my other spotting listed below, it likes to hang out around my orange tree. Suburban yard

Thanks John! I tried looking through bugguide when I suspected ichneumon but I didn't have much luck.

Not sure of the species - but this is an ichneumonid wasp in the family Ichneumonidae - https://en.wikipedia.org/wiki/Ichneumoni...
These are "parasitic wasps" and the "long stinger" is an egg laying tube or ovipositor. They don't sting with these - but use them for depositing eggs in or on their hosts. The stinger in the stinging wasps is actually a modified ovipositor - which is why only female wasps and bees can sting you. This does look the same as your other spotting.

Zack, from the photos on bugguide I don't think this is Polistes apachus. Those wasps seem to have wider abdomens and don't have the long stinger.
