Nuwan is correct these are Asian Openbills,But they are Juveniles,
which have darrk heads and necks and no space between there upper and lower mandibles.Legs also darker.

@ NuwanChathuranga: do Asian Openbills have black heads and bills, and grey and black body colouring? Is this a sub-species?
