Picoides pubescens
The smallest of the North American woodpeckers, they have an all white belly and black and white back. The head is black and white striped, and the females don't have the red spot on the back of the head like the males do.
They are found throughout North America in forested areas, preferring coniferous forests.
There were a male and female flying around from tree to tree at this park. They only stuck around at one tree for about 5 seconds before moving to the next, was hard to get pictures!
