I'll have a better chance to get closer to it the next day to grab better photos. It's located in public land owned or donated by a community college in Bloomington Normal Illinois. The land is a project that was donated to the school and the students and volunteers really took of with it. They kept most of the native plants and insects around the best they could with some visible maintenance of the land, pond and trail that runs around it.
Was this on private land or a botanical garden? The wispy look of the leaves almost make me think cypress. I've seen cypress at the botanical gardens at Michigan State University, but of course not wild. Without a better look though, I can't say for sure either way.
