It seems to be some type of egg sacs. They all seem to be attached to branches Am I wrong about it being reproductive sAcs or is it A Fungus. New Canaan Connecticut

It looks like bryozoans they are super tiny animals that make jellylike tubes and attach themselves to sticks, rocks, and other submerged objects.
