I am pretty sure that is some sort of deer fly. PS they are fast and bite hard.

I'm more inclined towards the family Tephritidae - the fruit flies, which the SA Insect Field Guide (Picker, Griffiths & Weaving) says is "easily recognizable by the elongate and pointed ovipositor of the female and the patterned wings of many species"
