Thin white papery bark, small leaves, deciduous.
Partial sun, beside building, ground covered with shrubs, Alberta Weather.
The tree is dying from the top down, the trunk is covered in holes. Likely cause of the tree being in poor condition is Bronze Birch Borer (Agrilus Anxius). The tree has to be stressed in order for the Bronze Birch Borer to attack. In my opinion the tree is probably under stress from last years drought. The drought made it more susceptible to diseases. The tree could probably be sprayed, or cut down if there is no other options.
