This bird's bill is less like a shoveler's, it has a more pronounced eyering and eye stripe. It also has a faint white throat and the side pattern matches Blue-winged Teal more than Cinnamon Teal.

Nah, green-winged don't have a prominent white eye ring like this bird does
change that it looks more like a Green-wing
I lean towards blue-winged teal on this one due to the face being more gray than brown and a bit more prominent markings on the face
