Near a decaying tree which was still standing up. On a small branch growing from the tree similar to the outgrowing of birch roots. Right on the edge of a stream.

Awesome. I'm pretty proud of myself that I got this one.
Keith, v belov just confirmed the ID. Thanks again for the help with this beetle!

Thank you again, Keith. I will update the ID as Orsodacne atra, and submit to BugGuide for confirmation.
I looked in a couple of places earlier but couldn't find anything that looked close. When I saw Aaron had suggested Longhorns I took a quick look there and when I couldn't find anything, I back up to superfamily and took a look at Orsodacnidae.
WOW! Keith, thank you very much! You can go ahead and suggest an ID if you want. That must have taken you ages to find. Thank you again! I will also submit this to BugGuide.
Here's a longshot.

I know nothing about this family, but the overall shape, the antenna, and tarsal claws appear to be a match. BugGuide would be your best bet for a positive ID.
Thank you Aaron, but I think the antennae may be too small for that. It was also about half of the size of a longhorn beetle.
It's a Longhorn beetle
