I was correct the first time. I saw the Melborne thought Australia.

The owl-like facial disk is a good clue that it's a harrier, and there's only the one species in the US!

Harriers prefer perching near or on the ground. I have seen them on occasion higher but they like being low to hide from their prey.

Seems you have two Harriers in Australia. If you think it is more reddish like a Red shouldered then this maybe a Spotted Harrier Circus assimilis
