Black head and wings with white face and breast. Red eyes. Long white filament extending from head. About 8 inches tall.

Habitat:

Hawaiian wetlands near sea

Notes:

Believe this may be a predatory endemic Hawaiian species that a sign said ate fish and Ae'o and Aua keke ke'o chicks. (Second bird name might be a little off). Maybe called an akua?
