Thanks Lenny for the ident. Not much info for this plant is there but definately prostrate habit.

Sorry to disagree with Ali but Ipomea obscura has heart shaped leaves.
This scecies (Xeoostegia)is known to favor growing in sand.
And is usually prostrate.
