Okay I thought this was Downy because of those markings. Cool. Thanks Fyn Kynd!
Think I just saw one here in PA!
Now that I look at this again I see the marks on the tail that Hairy doesn't have so this is a Downy.
I would call this a small male Hairy Woodpecker.
