From the single tooth/ notch at the base, I'm going to call this an Ailanthus - just starting to resprout after winter dormancy. You can verify it by ripping a leaf and sniffing it- if it smells a bit like nasty peanut butter, that's it.
Ailanthus is a horribly invasive tree in the NEastern US. Very difficult or impossible to get rid of once it's grown. If this is on your property, uproot it if at all possible while it's still small.
