Thank you Joshua Asel and Ali Hemati . I was using a 300 mm lens but I was standing only 15 feet ( 5 m) away from it. I guess it knew it was a National Park and nobody wanted to hurt it.

I think this is a Cooper's Hawk or a Sharp-shinned Hawk. It's not a Peregrine
