If this is a Water Buffalo why is it cooped up in a pen without water? Do I have the correct ID?

Bos javanicus usually has white lower legs and I think the horns are not like your Texas longhorn's ;-)
OK, I changed it to unknown for now, could it be a male of the Banteng?
OK, I've made it unknown, I cannot find the documentation I had from the zoo at the moment.
Those horns look very smooth and conical for an Asiatic water buffalo. See http://www.flickr.com/photos/lipkee/4941...
it's more look like a cow.. water buffalo has longer snout and its horns are pointing towards his front
