Possibly a Potato Bug, Closterotomus norvegicus (a type of Plant Bug). I looked through the images on Bugguide and didn't find any that were the colors of yours but it is possible that yours has recently molted. They are very pale, often yellowish, when they first molt and then get darker as their exoskeleton hardens.

See what you think. I think the markings are correct otherwise. The tree is not one of the plants they feed on but maybe this one was passing through.
