Looks like this bird was a victim of a oil spill ,when it was a fledgling.It made it thru two summers though!!
Liam , i will report this spotting of an oiled Western Gull to e bird.Along with the total count of Westerns.

My impression was another 2nd summer Western. There are no reports of Olympic at the mapped location on eBird.
If you use eBird, you can report oiled birds by marking down the number of Western Gulls and then selecting "add details">"oiled birds" when submitting a checklist.

To me, this bird has the appearance of being slightly oiled as well. Also note the bill is malformed.

It is wet. Even though a refinery is nearby , there has not been an oil spill.
